Follow the instructions in the Knoppix Hard Disk Installation HOWTO.  In
brief:

Within the Control Centre, click on Personliche Einstellungen.
Click on Land und Sprache
Choose your preferred settings
Click on Andwenden
Close and restart the Control Centre

To get this to take effect on everything you'll have to log out and back
in again.
