Thanks, it's for our intranet server.  We have to set all our servers to 100
full or we have awful problems.  Shouldn't happen I know but we're stuck
with the arrangements.

The answer to that will depend upon the NIC and the switch you are using.

Usually if your switch is correctly configured the card will auto 
negotiate and get the right speed setting.

Sometimes you may need to force the matter in which case both the switch 
and the system will have to set their interfaces up accordingly and you 
may have to force a reset on the NIC.

Many NICs will allow you to use mii-tool to manipulate the interfaces but 
not all.
