If it's just for one modem I'd recommend using mgetty to handle this.

man mgetty for specific details.

If all you want is to be able to dial into a remote system to gain shell 
access then ppp is not necessary - simply have mgetty call /bin/login and 
use a terminal emulation program such as minicom on the client end.
