Wrong again. This is a draft European Directive. It is subject to co-decision. 
That means it has to be agreed by both the European Parliament and the 
council of ministers (probably on a qualified majority). That means that MPs 
- by influencing government ministers have a huge amount of influence. They 
could even, in extremis, vote to instruct ministers to vote against it in the 
council.
