[Gllug] does not compute - at least not to me . . .

 I have a strange thing happening: when I first boot (Debian unstable) the
 system can't find my modem - there's no /proc/bus/usb folder. (And it won't
 let me do a mkdir to create one).

 If I shutdown and restart /proc/bus/usb suddenly is there and I can use my
 adsl modem. Can someone tell me how there can be a difference between
 booting up the first time and the second?
