A couple of points:

* In the last two months I have had two tyres slashed on my car - the
police response was that they were aware of problems in that car park at
the weekends.  

* In the last two months I have had a car broken in to - the police
response was that they were not going to send a SOCO as they have tried
collecting evidence from car break-ins before and it was not worth it. 
Would I like a crime number?

* Two weeks having had my cars assaulted and suffering the dreadful
trains throughout London, I thought I would take Ken's advice and cycle
to work.  I had my bicycle (that was U-bolted to a cycle rack) stolen
from the Bank area.  A good area of London with many cameras.  Nothing
the police could do except give me a crime number.

I think expecting the police to do anything that involves thinking or
interacting with humans is asking to much.  They now appear to rely upon
new legislation to enable automation such as speed cameras, toll roads
and fines for all other matters.

In addition what is legal in one area is not in another.  The age of
consent is 14 in Italy, and where there is less than a three year age
difference then the matter is not considered.  If both parties are below
13 and there is less than a three year age difference the matter is not
considered.  Where does that put a horny 12 or 13 year old?

People are smart.  I can imagine a couple of servers being set up to
flood requests for whatever the police happen to be searching for and
all files being renamed to smut or some non-offensive term. In addition
there is a huge difference between searching and downloading and within
the p2p system some clients act as pseudo-servers and pass on requests
on behalf of firewalled clients.

In short I am against abuse of people of all ages.  The SIS and CIA have
boxes monitoring a huge amount of traffic, rather than just a few
requests and they are having difficulty stopping crimes where many
thousands of people are injured or die. The solution will have to be
considerably more complex :-)
