The surrounding culture for dpkg/deb's is very different for that of
rpm's. A deb that will go through lintian unscathed is either a fairly
respectable implementation of policy, or a talented spoof - either way,
the packager has thought about the issues.

RPM's do *have* these features, but one of the reasons I personally
migrated to debian was that there was no indication that these features
were being used in the wild.

The main one, though, was the Social Contract.
