Your milage depends on what you want to test.

At school here I use a Microtest  Microscanner £400 which shows you the 
  8 wire map and
shows dis/reversals/etc.  Tells yo the length in feet (American) and 
sends tones along the cable for
remote identification.

Would not be with out it but would like one of those £7000 Fluke 
testers.
