I had the same problem as an admin (with about 30 folk). First off, a firewall 
will block off most of the high bandwidth hogs except for a couple off apps. 
For those who find their way around it (usually the minor IT folk), they had 
their bandwidth throttled at the firewall. 

People who behaved get more bandwidth, those who didn't, didn't. Buying pints 
is a nice way to behave :-)
