My understanding is that UML runs a filesystem that lives within a particular
file on the host system, rather than on a whole new linux system installed to
a spare partition.
For instance if you have downloaded a file called root_fs (from
http://user-mode-linux.sourceforge.net/dl-sf.html) then you would start it
with
linux udb0=/path/to/root_fs
