[Gllug] 4/5 pings fail

Bingo.

/proc/sys/net/ipv4/icmp_echoreply_rate

was 500.  Successively decreasing this by 100 caused fewer and fewer
timeouts, until at 100, virually every ping succeeded.

ps. must dig around in /proc/sys when I get some time to play...looks
