Yes, it soes. For that matter, it includes cheques as well. You can
write a cheque out in US dollars on a UK sterling bank account. Just
cross out the pound sign, replace it with a $, and add the words
"NNN US dollars" in the amount description.

Your bank will charge you, of course (last time[1] I did it, it was
25 quid), and won't give you a great exchange rate, but it at least
works.
