I think the thing is rhn-applet

I thought a right click on the panel, then Add to Panel would enable it,
but I was wrong.

/usr/bin/rhn-applet-gui seems to restart it.

Also note the file /etc/CORBA/servers/rhn-applet
So it is started/run by Gnome
