It means either:

1. that host doesn't send ICMP TTL expired replies
2. it does but with too small a TTL to make it back to you
3. that host is firewalling off ICMP

#3 is the most likely explanation these days (and in fact, #3 is
usually the cause of #1). If the host was unreachable, it would
be displaying "!H" instead of "*".
