AIUI from the many NG discussions on the subject, they have upgraded
glibc so that it is not binary compatible with 8.0 so it has to be a
major release.

They have often produced major releases without updating the kernel
release. IIRC 7.0 had 2.2, 7.1 had 2.4, 8.0 has 2.4. There doesn't seem
to be a lot of correalation between major release numbers and kernel
versions.
