You will need to connect to your ISP directly, not via your NATed firewall,
then do a traceroute to 10.x.y.z and see how far you get.  You shouldn't
make it past the first hop, i.e. the first router.

Do you know of any way I can test whether this is happening with my ISP,
PlusNet?
