[Gllug] Best Way To Set Global Env Variables and Path?

Hi all,
I cross posted this to Red Hat Valhalla list too, sorry if this is a breach
of ettiquette!
What's the best way to make a path and environment variable evailable to
every single user and process, cron task, interactive shell, the whole
kaboodle? You get the picture!
I thought about kludging it by adding it to /etc/rc.d/rc.local, but reckon
there must be a "proper" place for it?
I don't think any of the .login, .bashrc etc. quite do what I want.
