On my machine, /var/log/messages is owned by group 'adm'. If you trust your 
user, you could add them into the adm group. 

$ usermod -G adm <user>

Note: man usermod, because the above also removes user from any other groups 
of which he is a member, except his initial group.

Or, you can have a look around to see who is resetting your permissions -- 
something in roots crontab, perhaps?
