[Gllug] Missing Message-ID header

I've been looking at a lot of spam/worms recently and I've noticed
that most of them arrive at my server without a Message-ID. (As a
result Exim adds something like Message-ID: blahblah at mail.annexia.org).

Does anyone know if it's possible to get Exim to just reject mail
which arrives externally without a Message-ID? Preferably at the SMTP
level to reduce my bandwidth usage.

Also, is this a desirable or undesirable thing to do?
