It is possible, yes. With Exim 3 you'd use the system-wide filter.
With Exim 4 you'd add an acl.

Probably undesirable as there is such a thing as valid but improperly
formatted mail. You'd be better to use Spamassassin and give a relevant
score to such e-mail.
