Yep, they are.  I have tried users with /bin/true and /bin/bash alternatly.

More info:

The configuration originally worked on SuSE (8.1) and then the config 
was copied accross to a debian server where it worked OK aswell.  The 
config is back on SuSE 8.1 (not my choice) but is now not working
