This is a separate issue. The XML that goes over the Government
Gateway is MS Biztalk SOAP documents. MS Biztalk XML is perfectly well
documented and -- unusually for an MS format -- can't really be
described as proprietary. The only issue is the GGSec hashing which is
a factor introduced by OeE, not by MS (see my other posting).
