At the risk of stating the obvious, can't you just cron it to mail you
the new IP after a reboot?

@reboot root /sbin/ifconfig

... should be all you need if root's mail goes somewhere you can get to.
Otherwise you might have to pipe it to sendmail or something, but it
should still be straightforward.
