[Gllug] Debian development machines

Hello,
   I have just noticed that Debian list of 39 machines for developer and
public access purposes, and about a quarter are shown as down or faulty,
mainly with disc problems. Does anyone know whether this due to lack of
manpower to fix the problems, or cash?
