AFAICS, this will involve running two copies of dhcpd.  You specify the
interfaces to be served on the invoking command line, so if you want two
different configurations for the different interfaces then it appears
you need two instances of the program.

Obviously, you don't run a copy for the router interface.

AIUI dhcpd does not broadcast - it just responds to broadcasts.
