You fetch the Apache source from Debian, reconfigure the build
procedure, recompile the binaries and rebuild the package. The source
package is what mainainers have and if they can do this, why not you?

When you install this new package locally then of course, your tools
will be perfectly aware of it. If you have multiple places to put it,
though, you need to set up your own little repository (simple).
