Privoxy has no password to stop users changing the blocking policies, so
you either use the GUI and allow users to change or not.

SquidGuard works well.

One of the easiest ways to block adverts is just to use squid with
url_regex http://www.harkness.co.uk/proxy/proxy_configuration.html and
http://www.harkness.co.uk/proxy/banned is the list that I use that
blocks 95% of all adverts.
