A fairly recent innovation in the US is the three digit code on the signature 
side of the card. Even more recently, some merchants have taken to asking for 
that 3 digits. As they don't appear on the magnetic strip (AIUI), it makes 
simple cloning of the card that much less effective. 

If you don't have such a 3 digits, perhaps they just want to assure themselves 
that your signature matches up.
