Yes. Not only is it possible but it is also fairly common.

Do note however that the author must be sure that (s)he holds copyright 
over all of the work that is dual licensed. Where others hold copyright in 
some of it the agreement of all copyright holders is necessary to release 
the code under extra licenses.
