There are mobile phone localisation services, but I guess their
accuracy isn't that great, and your idea gives ~1m accuracy.
RFID is a good idea.

ps. I agree with Ian about the iPAQ/Zaurus being a good platform for
this. A quick search on www.handhelds.org has no matches for RFID
though.
