Er, why would even large switches make any noise? They're
low-power-consumotion solid-state devices: do the huge ones emit enough
heat to need fans or something?
(My fully populated eight-port 100Mb/s switch, with lots of traffic on
all nodes, shows no sign of heating above ambient temperature.)
(I admit myself ignorant about most rackmount kit in its native
environment.)

One thing most people don't realize / remember about rack mounted
equipment is that you have to take into consideration the heat you may
receive from other devices near yours. If you are in a closed cabinet,
you have all the devices in the rack to consider as the cabinet airflow
may be inadequate to keep it completely cool. As such, most rack mount
equipment will be designed on the assumption that "ambient temperature"
is significantly warmer than 20C/70F and therefore may need to have a
fan to insure correct operating temperature.
