   I would hope that a purpose designed building would be divided into
sections which could be isolated. The equipment should be generally
self-extinguishing, and low toxicity cables can be specified, although more
expensive.
   The main problem would be the time required to find and replace damaged
equipment and cables, possibly involving rather more than just the immediate
local area, and perhaps re-ordering replacements.
   It is usually easier to build a complex system if you can choose the
build order, possibly laying cables in ducts before the equipment is
installed, then connect the cables, normally cut to just the required
length. Anything else could be a nightmare.
