Your PDA is at best going to to work as a slave USB device but it will
not support being a USB master and actually driving this adapter.
I will let the others suggest how to get this PDA working as I do not
own a Palm myself.
For interest there is a master USB controller that you can use with PDAs
but it costs 90+ pounds and comes as a Compact Flash card.
