Oh yes they can!  There have been many cases of their trying to pass off 
secondhand goods as "new".  Beware of their parts in plain brown boxes - 
they're often "pulls" from systems they've tried to "upgrade".  

They have even had harddrives in shrink-wrapped manufacturer's colour cartons 
which have had "operating systems" (Windoze) all over them - they even go to 
the bother of shrink-wrapping this gear.
