Then you are mistaken.  Check the contents of any of the
kernel-patch-debian-X.X.XX packages.  Or just do a simple web search for
the various flame wars in the developer lists about the wisdom of such
backports to 2.4 from 2.5/2.6 as the IPSec patch.
