If goal is to make data unavailable for other technical person, yes. Low lever 
format changes physical->logical mapping of disc (or should it be disk in 
English?) . Therefore renders whole structure jigsaw made of bilions of tiny 
little pieces. 
But still wipeing it out with dd won't hurt.
