the other neat idea I've heard of, but not yet needed to implement is
to get the geo-ip stuff from http://www.maxmind.com/ then verify the
country of the ip with what the user is telling you.

i've heard that they are >95% accurate, obviously ymmv and whether you
want to reject orders that are questionable is still up to you.  They
used to have a free version, but even the pay one ain't that
expensive.

they also have various options that let you pay-as-you-go and make
http calls to do the lookup on the fly.
