There are a few out there in PHP and Perl that might be worth a look,
but I can't stand either of those languages, and I don't believe either
is suitable for anything serious, because of serious design flaws in the
languages.

That doesn't leave much unfortunately - Plone is very good, if it fits
what you want, and I've done a huge amount of work with it in the last
few years. If you're requirements are close to what it delivers out of
the box, then it's fabulous, if not then it can be frustrating. It is
an extremely accomplished piece of work though, and is definitely worth
a look if you do a lot of CMS-type stuff.

Plone relies on Zope though, and Zope has some major problems with it in
my view (acquisition is yucky and the conflict resolution mechanism is a
nightmare). Although these have been fixed in Zope 3 (which uses the
much better componentised model), and Zope 3 is now alledgedly usable,
there's no CMS for it yet.

There are quite a few "Java with lots of XML and an RDBMS" sort of
platforms, but I hate them too. In fact, it appears there's very little
I like :)

[Incidentally, I've been working on some CMS features (read 'ripping of
some ideas from Plone') in Twisted/Nevow, using Atop as the persistence
mechanism, but it's really just a prototype more than anything.
Twisted, Nevow and Atop are all stunningly good and great fun to program
(well, if you like getting your brain bent out of shape), and if anyone
has much python-fu and is interested in it, let me know.]

Cheers,

Doug.
