If you don't particularly want/need workflow, then have you thought
about using a wiki?

Advanced wikis these days will let you style the page (using a pure
CSS stylesheet) to look like whatever you want, while hiding the
'edit' buttons for those without update permissions.

An example of a site done this way: http://merjis.com/ which is
