It's damn small, too, and is no larger in recent incarnations: this is
fvwm-2.5.12 running a session-managed KDE with a large .fvwm2rc and
heaps of windows:

(Because all the extension modules are separate apps, talking through
pipes, the main fvwm2 stays tiny, and fvwm2 itself remains robust
against module failure. A nice design; shame about the nasty restrictive
config language.)

links 2.1* is not a text-*only* browser: it has a really rather nice
graphical mode, which supports svgalib and hence works on machines too
small to run many X implementations (I'm running it here on an 8Mb 486
with 20Mb of free disk space). It supports quite a lot of JS: its
biggest restriction is its total lack of cookie support.
