Under the silly rules in this country (and much of the EU) /anything/ 
that radiates RF "requires a licence".  The local oscillator in your FM 
radio radiates enough "in-band" to make these rules a nonsense!

Most of the lower power "audio-senders" have such limited range (they're 
similar in power to the local oscillator in your radio) that they'll be 
ignored - as long as you don't do anything silly.  If within your 
budget, get one with PLL frequency control, for stability.
