I saw several comments on a BBC article asking how ISPs will be 
compensated for the expense of having to keep these records and the costs 
of allowing proper access to them - ie additional DPA compliance issues.

VoIP providers will have even more problems unless as there is an 
assumption on the part of the legislature that communications are not P2P.

A very good question. The sad truth is that all "free" and developed 
nations are going down the same roads. Some countries, like Germany, 
already had many of these laws but they are more tightly regulated which 
may make them safer countries in respect of oversight - something we have 
practically no provision for here.
