Indeed. You can force naming by passing parameters to the kernel though.
I have one machine that has:-

ether=15,0x6a00,eth0 9,0x6900,eth1

passed to the kernel by LILO. If I was doing it now I'd probably go with
ifrename though, as MAC address is more fixed than anything else.
