[Gllug] USB hacking

Quick question... is anybody out there familiar with the USB implementation of 
2.4.21 or greater 
 
I have a device that only works when plugged in to a running system.  
 
Its not a hotplug/cold plug issue.  The problem is that its detected if 
already plugged in at boot, the device is recognised, but doesn't power up. 
 
All entries in /proc/bus/usb are correct. 
 
When unplugged and plugged in, it does power up and functions fine. 
 
This is not a driver issue ( IFAIK ) since its not loading a driver for the 
device ( its a symbol scanner ) 
 
Its getting to the point where it looks like I will have to hack some of the 
USB code in kernel to rectify this behaviour. 
 
The problem is I know little about the USB implementation and need some  quick 
Q and A from somebody who knows how it all hangs together. 
 
Any takers ?
