I've seen a similar issue with my brother's D-Link router.   The
built-in firewall doesn't allow outgoing FTP.  Might be worth
double-checking /etc/apt/sources.list and changing it to use
http-based sources rather than ftp-based ones.

I did try fiddling with the firewall using the web interface, but that
didn't give me enough control.  The next thing to do, which I haven't
done with my brother's router is to telnet into the router and edit
the firewall rules by hand.
