Not at all.  My mail server runs with a constant load average of around 
1 because I run setiathome continously on it.

At the same time, it's also my:

Fax server
Mail server including anti-virus and spamassassin
FTP server
ssh server
squid server
postgres server
imap server
pop3 server
name server
print server

A load average of 1 simply means that 1 process is always on the CPU. If 
it's a user's program then it'll be booted off the CPU the second 
something more important comes along.
