It's no worse than your usual commerical click through licences which I 
believe have been proved to be very difficult to enforce in a meaningful 
way on end users.  Not only have I enjoyed a free chat with a close 
friend this evening, I called a Norwegian landline for roughly one-tenth 
of cost of doing so from my BT landline.
