I could understand a block on logging in as root on anything accessible
via the network, regardless of whether you actually access it via the
network, this is the standard reason for root squash on access. It looks as
if root is allowed command line access to ServerAdmin, and a user can be
specified as ServerAdmin.
A quick look at the CUPS overview shows that MD5 Digest authentication is
in use, using a new command "lppasswd". There seems to be a huge amount of
documentation with Debian Sarge, but I have not looked at Ubuntu.
