DUTCHBAT were under a UN mandate that did not allow them to do
*ANYTHING* to actively defend the citizens.

It was only *after* this that the UN were able to use force, and mostly
NATO took over anyway.

And it didn't have much to do with the Dutch government.

(I'm just reading William Shawcross's Deliver Us From Evil, and the
chapter I read this morning was exactly this. Horrific.)
