IMHO.
Even when it existed it paid for less than 25% of the costs of roads.
It would only give an 'excuse' to the maniac drivers who regularly try
to force cyclists off the roads.
Churchill opposed the Road Fund on the grounds that it would be but a
short step from there to drivers asserting ownership of the roads that
their tax had paid for.  


There is no such thing as Road Tax. It is Vehicle Excise Duty, and is a
taxation which goes into the general pool like all other taxes.
Should Tobacco Duty be exclusively reserved for setting up hospitals to
treat smokers?
It should also be pointed out that local roads (ie. in London non-TfL
roads) are maintained by councils, funded by us all through council tax.
